KEWOPA Champions Evidence-Based Policy in Parliamentary Forum


The Kenya Women Parliamentary Association (KEWOPA) hosted a high-level parliamentary panel discussion on Thursday, focusing on the critical role of data and research in shaping policy and legislation.

Themed Evidence-Informed Policymaking, the event brought together legislators and development experts to explore how accurate data can guide equitable decisions in sectors such as health, technology, housing, and inclusive economic growth.

Mbita MP Millie Odhiambo underscored the importance of aligning policy priorities with constitutional principles such as equity, social justice, and public participation. She cited Homa Bay’s increased development attention as a case where data should guide prioritization, not politics.

“Regions like Northern Kenya and Homa Bay have historically been marginalized. Using evidence ensures development is not politicized but guided by need,” said Odhiambo.

She stressed that policy decisions must reflect demographic realities, noting that Kenya’s growing youth population is facing high unemployment due to years of inadequate planning. “Gen Z didn’t appear overnight. We’ve seen the youth bulge coming for years, but failed to plan accordingly,” she remarked.

Odhiambo also called for stronger linkages between Parliament and data institutions, including leveraging AI and technology for timely and accurate information. “We can’t rely on lengthy academic reports when quick decisions are needed. AI platforms must be improved, but they also need quality data inputs,” she noted.

Addressing concerns around equitable development and the controversial National Government Constituency Development Fund (NGCDF), Odhiambo proposed a public referendum. “CDF is a working fund in rural areas. Let Kenyans decide its future through a referendum.”

She  urged Parliament to move beyond political alignments and commit to data-driven, people-centered development. “Equity and inclusion must not depend on who’s in power, but on the evidence of need.”
