Former EALA Legislator and Wiper Official Abubakar Zein Dies
Former East African Legislative Assembly (EALA) member Abubakar Zein Abubakar, a veteran politician and senior Wiper Democratic Movement official, has died.
Zein died on Thursday, July 9, at Avenue Hospital in Nairobi after an illness, marking the end of a public service career that spanned regional legislation, constitutional reform and national politics.
He served in the East African Legislative Assembly from 2012 to 2022, representing Kenya in the legislative organ of the East African Community (EAC). During his decade-long tenure, he played an active role in shaping regional legislation and advancing policies aimed at strengthening integration among EAC partner states.
Following his departure from EALA, Zein remained actively involved in Kenyan politics through the Wiper Democratic Movement. In December 2024, Wiper Party leader Kalonzo Musyoka appointed him Head of the Presidential Secretariat and Campaign, entrusting him with coordinating the party’s political strategy ahead of the next General Election.
Throughout his public life, Zein was widely regarded as an advocate for constitutionalism, democratic governance and regional cooperation.
Champion of Regional Integration
During his time at EALA, Zein sponsored and supported several legislative initiatives aimed at deepening regional integration within the East African Community.
Among them were the East African Community Holiday Bill, 2013, proposals to establish an East African Parliamentary Centre for Peace and Security, and resolutions encouraging EAC partner states to ratify the African Charter on Democracy, Elections and Governance.
He also championed programs promoting cultural cooperation across East Africa and supported initiatives to commemorate the International Day of Democracy throughout the region.
Beyond legislative work, Zein served on several key parliamentary committees, including the Committee on Regional Affairs and Conflict Resolution, the General Purpose Committee, and the Committee on Communication, Trade and Investment, where he contributed to policy oversight and regional governance.
Kalonzo Leads Tributes
Wiper Party leader Kalonzo Musyoka described Zein’s death as a significant loss to Kenya and the East African region, praising him as a dedicated public servant whose contributions would be remembered for years to come.
In a condolence message issued on Thursday, Kalonzo said Zein consistently placed national interests above personal ambition and served with integrity throughout his career.
He recalled Zein’s earlier service as a commissioner in the Constitution of Kenya Review Commission (CKRC), where he participated in the constitutional review process that culminated in the promulgation of Kenya’s 2010 Constitution.
Kalonzo also praised Zein’s work at EALA, saying he remained committed to promoting good governance, accountability and the fight against corruption across the East African Community.
The former vice president noted that they worked closely during the National Dialogue Committee (NADCO) negotiations in 2023 before he appointed Zein to head the Wiper Party Presidential Secretariat the following year.
He described the late politician as a skilled negotiator, strategist and mentor who remained humble despite occupying senior leadership positions.
“Today, a chapter of quiet, uncelebrated courage has closed, one this nation will only fully understand in his absence. We will miss Zein dearly, and at a most crucial time in our history,” Kalonzo said.
Legacy in Public Service
Zein’s career reflected a longstanding commitment to public service at both the national and regional levels.
As an EALA legislator, he helped shape laws and policies intended to strengthen economic cooperation, democratic governance and peace within the East African Community. His work extended beyond legislation to oversight of regional institutions and initiatives aimed at fostering integration among member states.
At the national level, he remained an influential figure within the Wiper Party, where he played a central role in policy development, campaign planning and political strategy while advocating for constitutional governance and democratic reforms.
His death has drawn tributes from political leaders and colleagues who remembered him as a thoughtful leader, consensus builder and committed public servant whose contributions left a lasting mark on Kenya’s governance and the East African integration agenda.
Funeral arrangements are expected to be announced by his family.
