Stakeholders Engagement on the Draft NPSC Recruitment and Regulations,2025
TThe National Police Service Commission is established under Article 246 of the Constitution and mandated to recruit and appoint persons to hold offices in the National Police Service, determine promotions and transfers, as well as exercise disciplinary control over members of the service.
Pursuant to Section 28 of the National Police Service Commission Act, the Commission has developed the Draft National Police Service Commission (Recruitment and Appointment) Regulations, 2025. These proposed regulations aim at streamlining the framework for the recruitment of members of the service, promoting transparency and ensuring merit-based selection in the recruitment process.
In line with the national values and principles of governance as enshrined in Article 10 and 232 of the Constitution, the Commission is conducting a series of public participation forums across seventeen (17) regions in the country. These forums serve as critical platforms for dialogue, enabling members of the public and stakeholders to review and provide constructive feedback on the proposed framework. The Commission firmly believes that the success of these regulations depends on the quality and diversity of feedback received from the stakeholders.
We therefore urge members of the public, government institutions, professional bodies, religious groups, academia, civil society organizations, and all interested parties to take advantage of this opportunity to shape the future of policing in Kenya.
Stakeholders can participate by:
- Â Submitting written memoranda on the draft regulations; and/or
- Attending the public participation forums as scheduled and advertised on the Commission’s website and the local dailies.
