Ruto Reshuffles Top Ministry Officials as Julius Bitok Moved from Education to Tourism

President William Ruto’s administration has carried out a fresh reshuffle of senior government officials, reassigning Basic Education Principal Secretary Julius Bitok to the State Department for Tourism in a move that comes at a critical moment for Kenya’s education sector.

The changes were announced in a statement signed by Head of Public Service Felix Koskei, who said the reassignments take effect immediately.

Under the changes, Bitok exits the influential Basic Education docket and swaps positions with John Lekakeny Ololtuaa, who has been serving as Principal Secretary in the State Department for Tourism. Ololtuaa will now take charge of the education docket, inheriting a sector that has recently faced mounting challenges, including student unrest and growing concerns over school safety.

The reshuffle marks another significant transition for Bitok, who only assumed leadership of the Basic Education State Department in March 2025 after exchanging positions with Belio Kipsang, who moved to the Immigration docket.

His transfer comes barely a year after taking charge of one of the government’s most sensitive ministries, where he oversaw key education reforms, curriculum implementation programmes and efforts to improve learning outcomes across the country.

The move also places Ololtuaa at the centre of a sector currently under intense public scrutiny following a series of disturbances in schools that have disrupted learning and prompted calls for urgent government intervention.

Several schools have faced operational challenges in recent weeks after incidents of unrest triggered concerns among parents, education stakeholders and policymakers. The developments have increased pressure on the Ministry of Education to restore stability while ensuring the safety and wellbeing of learners.

Ololtuaa assumes office at a time when expectations are high for decisive leadership capable of addressing emerging challenges within the education system.

Bitok’s reassignment comes just days after he publicly ruled out the possibility of an unscheduled mid-term school closure despite concerns arising from disturbances reported in some institutions.

Speaking on June 4, 2026, the outgoing Basic Education PS maintained that learning activities remained largely uninterrupted across the country and dismissed calls for an early break.

“We have no plans for an unscheduled closure of schools. Learning is continuing normally in 99 percent of our schools, while only around 0.8 percent have experienced challenges. Our focus is on addressing issues in the affected institutions while ensuring that all learners continue with their education without disruption,” Bitok said.

His remarks reflected the government’s position that the unrest was limited to a small number of schools and did not warrant a nationwide interruption of the academic calendar.

As he transitions to the tourism docket, Bitok will now oversee a sector that remains crucial to Kenya’s economic recovery and foreign exchange earnings. The tourism industry has continued to play a central role in job creation, investment attraction and national revenue generation, making the department one of the government’s strategic economic pillars.

Meanwhile, Ololtuaa’s appointment signals a new chapter for the education sector as the government seeks to maintain stability in schools and sustain ongoing reforms.

Political analysts are likely to interpret the latest changes as part of a broader strategy by the administration to reposition key officials in areas where their experience and leadership can be deployed to address emerging priorities.

While the government has not provided detailed reasons behind the reshuffle, the immediate transfer of the two Principal Secretaries underscores the administration’s continued efforts to realign leadership within critical state departments.

With the changes taking effect immediately, attention now shifts to how both Bitok and Ololtuaa will navigate their new assignments amid growing public expectations and the pressing challenges facing their respective sectors.
